• No zone covers the country/state/postcode and you haven’t provided fallback rates.
• Store restrictions: country selling/shipping limits, or conditional rules forbidding the destination.

Impact

• Customer cannot proceed with shipping for that address.

How to Fix the Issue

1. Decide policy: If you want to serve this location, create a zone covering it.
2. Add a method to that zone and configure its rates/services.
3. If intentional, keep the restriction and ensure messaging is clear in your Shipping policy page.

Additional Notes

• Consider adding a fallback method with surcharges for rare destinations.
